روزگاری بر مردم خواهد آمد که جز سخن‌چین را ارج ننهند و جز بدکار را خوش طبع نخوانند و جز با انصاف را ناتوان ندانند در آن زمان کمک به نیازمندان، خسارت و پیوند با خویشاوندان، منت گذاری و عبادت وسیله برتری جویی بر مردم است در چنین هنگام کار حکمرانى با مشورت زنان بُوَد و فرماندهی از آن خردسالان خواهد بود و کارها به دست خواجگان اداره می‌گردد.
