امام این سخن را به زیاد بن ابیه فرمود هنگامیکه او را جانشین «عبد الله بن عباس» در منطقه فارس قرار داد در ضمن یک سخن طولانی او را از افزایش خراج و مالیات نهی کرد عدل را در کار گیر و از زورگویی و ستم دوری گزین که زورگویی مردم را از سرزمین‌شان کوچ می‌دهد و ستم شمشیر را در فرا می‌خواند.
