نامه ۵- به اشعث بن قیس هشدار از استفاده ناروای بیت المال همانا پست فرمانداری برای تو وسیله آب و نان نخواهد بود، بلکه امانتی است در گردن تو، باید از فرمانده و امامت اطاعت کنی، تو حق نداری نسبت به رعیت استبداد ورزی، و بدون دستور به کار مهمی اقدام نمایی، در دست تو اموالی از ثروتهای خدای بزرگ و عزیز است، و تو خزانه دار آنی تا به من بسپاری، امیدوارم برای تو بدترین زمامدار نباشم، با درود.
